This may be old news to you all but I'll let you all know.
Done by l_oliveira back in 2010.
P.S. Tested this on my SCPH-30001 and works. ;)

You need LENSCHANGER ELF


1. Uses uLaunchELF to load LensChanger.

2. Uses R1 - Make backup file of the information of the eeprom.
Saves at mc0:/LENSCHANGER/ as backup.nvm

Do Δ triangle - it turns off the console (standby)
then start back up and start uLaunchELF.

. Copy "backup.nvm" from mc0:/LENSCHANGER/ to your USB

4. Open your "bakcup.nvm" in a Hex Editor.
WARNING: Make sure to backup your "backup.nvm" before editing.

Now locate the following line at offset 310: (Yours will probably have other values as it's the language, timezone and date format settings)

"5B" is CRC8 of the line.

5. Zero out the whole line and save it to your USB:

6. Start your PS2 and then go to uLaunchELF.
Once in uLaunchELF go to your USB and copy your new "bakcup.nvm" to mc0:/LENSCHANGER/
WARNING: Make sure to backup your old "backup.nvm" before doing this.

Now uses uLaunchELF to load LensChanger.
Once up, do L1 - It restores backup file to the eeprom.
then do Δ triangle - it turns off the console (standby).

7. Starting your PS2.
Basically the console will execute the 1st time setup. All consoles besides the "protokernel" versions ( SCPH-10000 and SCPH-15000) have that initial setup screen.
The ones on the pictures are from l_oliveira Japanese SCPH-18000 PCMCIA unit.

You should get this:

^^ things like the parental lockout code for the embedded dvd player so if you forgot it, you wouldn't be able to change the region/security and you can only do this so may times then the last change is final!
basically, any security/system settings are restored to factory defaults!
