Win 10 help?

I will try to make this as direct as possible. I got a used asus netbook on ebay. I have another of the same model. I got the power and battery up and running. So physically there are no issues but now I can't get into Windows 10 to reset the whole device. I did this easily on the first one I bought because there was no password set in the admin account.
On the new netbook I was able to go into the main account but it's not an admin account. I tried to enable the elevated administrator account via a cmd prompt by going through recovery in that account but I don't get a sign in showing "Administrator", even though it said it was enabled successfully. If anyone knows a workaround or way to force PW access on one of the other admin accounts that would help me get this done. I'm also having an issue because the "drive" has a bitlocker encryption but I believe I have the key for that now at least. I still can't get that to go through because once it asks me for the key it locks the window and I can't even enter the key. Even tried a usb keyboard but it made no difference.
There is no actual HDD, it's integrated or this would be a lot simpler.

Any thoughts? After going back and forth with this for a few hours I'm getting frustrated now.

It looks like I'm screwed if I can't get into the admin account. What I thought was the bitlocker "key" is just the ID. Arggghhhh

Opps, that's not a free app. There are similar apps that are. Try one of them instead.

Thanks soo much, I will give it a shot. Now I have a further issue in complications and not being able to get the system to boot from a USB. Still hoping that's a matter of setting the bios right but it keeps going into bitlocker recovery now. I'm getting fried and it's high time I walk away from it for a bit.

I noticed that Win10 removed that safe-mode key from startup, I have to force power off the system and reboot it 2 or 3 times to get the recovery options to enable to boot it from a DVD/USB

But once it gets to the recovery options screen I was able to load from media.

Thanks for the input all! I'm taking a bit of a breather before I mess with it anymore. The primary issue now is that I need to get the boot set properly. If I can get the USB to boot I can go into the admin account and access the bitlocker settings from within Win 10 to fix it, then do the wipe.
For now I only skimmed your links Curb, but from that is looks a lot like what I've been dealing with. I know there are "safe-mode" options in the bios so I'll be sure to go over all of that too.
Will post back when I either hit paydirt or jump out the window.

It's caught in the Bitlocker boot loop, and from what I'm looking at there are really no options to get you out of that, so I'm screwed. It won't even go into Windows anymore at all. I can get to a command prompt through recovery but without the key or the ability to get into an admin account I've hit the wall.
I just have to remind my self that it was still worth the $40 to have for replacement parts and extra battery for the original working one if I ever need them.
