PS2 Save Builder is a program to extract any save games into a folder and transfer them into a flash drive, and use uLaunch Elf to transfer it.

Here is a video about it

This is how you get game saves

1) Go to http://www.gamefaqs.com/ps2
2) Click on the first letter of the title you want (if i want a game save of Metal Gear Solid 3: Snake Eater, then I would click on the letter M)
3) Scroll down the list until you found the game you want.
4) Click on "Save" in the right (NOTE: If it doesn't say "Save", then that means they don't have the save file. Sorry)
5) Find the game save you want, and click on "Save Game File" (WARNING: Make sure the game save you want is the same region your game is. A European game save will not work with an North America game.)
6) And it should download automatically.

I already tested the program with a game save for Metal Gear Solid 3: Snake Eater, and it worked. And I'm NOT responsible if the game save you download wasn't really what it says in the description. For example, if it says that the save its in the last level. But it's in the 1st level instead,

actually.... I do this kind of stuff most of the games.
it didn't means i can't play, but it really less time to play all the games I have.
so the best way is find some finished save file to see the finished game secret and unlock stuff.
Good Upload mate.
